Victoria Renee Welker Rosser was born December 4, 1955 in Detroit, Michigan to Leo E. and Jewell C. Welker. She was the oldest of five children. After graduating from Mumford High School in 1973, Victoria attended and later graduated from the University of Michigan in Ann Arbor. It was at U of M that she met her husband, George M. Rosser. Victoria and George married on October 3, 1978. They loved traveling the country visiting friends and exploring new golf courses. Their travels took them to Seattle where they moved in 1998 and lived together until his passing in 2000. She had a huge heart and spent most her life taking care of others. Victoria spent a great deal of time taking care of her mother and helping raise her nieces and nephews. In 2002 she began working for Columbus Public Schools as a substitute teacher until the COVID-19 pandemic began.
